Uhmmm... do you have a pic of what you are talking about??
Without seeing it, I suspect it'a a quick release mechanism that sets the caliper setting wider than normal on the open setting so that wheels can be removed from the frame easier.....

I would agree they are likely a QR mech.

Yes that will, but likely they were matched to calipers without a QR. But the feature is nice for canti set-ups.

Heh, I just put a Modolo Equipe caliper on the front of my Bottecchia. I had to change the mounting bolt from short to long, but it worked out well.
