I agree it seems English, and with much of the file marks previously covered by paint.

As for the rear derailer, I have an old Gran Sport mech that also has the hex cable adjuster and a 7mm spring cover cap. I'm also wondering what year that is from.
This is the final version of the Gran Sport IIRC and that puts those at 1953 or later.

The headset looks like a Specialites TA or a very similar looking one.
I thought it was a 49 D that might have had a chainwheel change at some point... I love the early 50's models.

Definitely Brit given the 27.2 post...possibly Carlton given the headbadge holes (and they DID use Nervex lugs on some) but could easily be some other Brit marque. Full Nervex Pro set including the BB shell, and Campy ends, so this is a "top shelf" model from somebody...that serial number might be the telling clue for some sleuth.

Measure the distance between the headbadge holes. That's how I identified my mystery Carlton.
