Help with Restoration and updating of ~1970 Deelite bike from Fred Deeley Cycles Van.

Help with Restoration and updating of ~1970 Deelite bike from Fred Deeley Cycles Van.
Hey there folks!
I am undertaking this personal project as a long winded affair. So I have lots of time and as of right now I have just been researching what to do.
I recently re-discovered a bike in my mom's garage that I had gotten from a garage sale quite a few years back and I want to restore/update it to be a around town bike. I have browsed these forums but haven't found anything specific enough for this situation

A little Info on the bike:
What I believe I have found here is a 56cm ~1970 Deelite from Fred Deeley Cycles in Vancouver before they became Trev Deeley Motorcycles which I finally figured out by looking at the emblem underneath the handle bars
image of what the emblem looks like on another bike (and its well kept)

Also there appears to be minor sites of rusting but I dont think there has been anything that has penetrated the Steel enough to damage the frame
the main problem is; Some person in the past slathered this bike in what appears to be acrylic house paint or something along those lines (possibly to make it a sleeper bike?)
What Im looking to do is ideally restore this bike to its original paint (since it is a slice of Vancouver's Short but dense history) you can see the blue under the purple in sections. Then update the componentry to a single front brake fixie, it is currently a 10 speed without any shifting mechanism.
Things I would love advice on:
-If this is actually a Kuwahara Apollo that has just been labeled a DEELITE and possibly if you guys have any other history about the bike
-How to remove the sleeper paint (possibly acrylic but am unsure) without removing the original blue paint job underneath.
-if that's not possible then stripping the paint with (aircraft stripper) then getting it painted somewhere in Vancouver at a reasonable price (any suggestions?)
-If it is required that I completely strip the bike how would I restore the Emblem to its original greatness (model car paint and gold leaf plating?) or is there another way to do that?
-Since I dont know much about fixed wheels companies, who makes good relatively cheap wheel sets (preferably not Deep V and under $200) and other fixie components?
-I would also love to hear any other constructive suggestions you might have
