Yeah, too bad it's not a quarter sized hole instead. You're talking real money, there.

Carefully drill the hole out with a bit and a lot of coolant, to make a true round hole. Tap the hole, and thread in a short bolt with a rubber washer. Then install one of those multi-speed gearboxes into the bottom bracket, and use the bolt you just installed to periodically drain the oil.

...all is lost. If you ride the bike that way you shall surely die. Is this thread about bikes or about trolling ?

Penny sized?? Wouldn't a Champagne cork be close to the exact size to plug it? JB Weld wouldn't be a bad idea either, if you want to get rid of the opening all together. Just suild it up, sand it down smooth to the level of the BB shell and re-paint the area... Doesn't have to be perfect, as nobody will see it most of the time...
I suspect that the hole could have been drilled out there to be able to knock out a stuck seatpost with a rod from the bottom of the seat tube at one time..... Lots of builders and manufacturers had drilled big or many holes on the bottoms of BB shells without any consquence, as long as it's not too big/overdone, so I don't think there's really a problem. I like the suggestion of "easing" (smoothing/rounding) the edges of the hole so no stress risers might be present to propagate crack development from it later.

Have a welder TIG an aluminum plug into the hole, in case of fears of cracks.
Have a BB installed into the shell to stabilize it from warping from weld heat.
Sand/file smooth, and touch up the area with paint. Done.

The TIG (or Heliarc) suggestion is the right one. But if you're just looking to salvage a beater then sand the paint from around the edges of the hole, clean real well with Mineral Spirits then lacquer thinner, and JB Weld a nickel over the hole. Tell people it's a Jefferson skid plate.
