nothing that Rhode Gear ever made, AFAIK...all theirs had a complete plastic band that wrapped the down tube (either standard or oversized models to fit those tubes). No reason you can't punch holes (square) to align with the shifter bosses if you have to position the flickstand right there. but that may NOT be the optimal place for it as far as contact with the front tire...and that could weaken the band to the point of early breakage.
Another angle: design and market your own "Shiftstand®" (I'll sell you that name for a very reasonable fee!) that mounts under the shifters on those square bosses...it sounds crazy but it just might work!
I bet the market for it could be in the DOZENS!

Almost every band-mounted Flickstand I've seen either had a cracked band or was about to have one.
It appears that time and UV exposure had made the band so brittle that even simple remove/reinstall would break it.
Then, I encountered this, on a bike I'm restoring. Once I take it off, I'll see how it was adapted to the frame in this way.

One may home fabricate that which was was not already made in a big factory somewhere else, ..beforehand .. ..

The Raleigh USA flickstands were mounted with a threaded boss (probably M5) on the underside of the downtube. You can see them on all the road models in the '85 catalog:

IIRC a lot of the bands were steel with a rubber protective cover.

The Flickstand I have attached to a steel strap that wrapped around the downtube. The screw went through the center of the flickstand, from the bottom. If you had a braze-on there instead, the screw could go straight into it. So certainly the one I have could be mounted that way.

Rhode Gear on the left Raleigh on the right. The Raleigh mounts to standard braze on water bottle type mount on the underside of the downtube. I've also had a Raleigh pass through that had holes on the sides to act as cable stops on a stem shift model. The Rhode gear one here is a all plastic band with no provision to mount on a boss only clamp on. it came off an '87 Trek. The Raleigh is off a'83 or '84 Gran Prix.
