What is this brown tape on my vintage bikes?

What is this brown tape on my vintage bikes?
So far, every vintage road bike I've owned has this brown tape around the seat tube. Its presence doesn't bother me, but not knowing it's purpose drives me crazy. I've attatched an example of the brown tape. I'd love to know why I keep seeing it on old road bikes.

I believe he's referring to the bands around the seat tube (which actually appear to be gold).
OP: As DiabloScott points out, that's just period graphic design. Sometimes the bands were in a contrasting color, perhaps matching the head tube painted the same color, or they could also be done up in the Rainbow Stripes of the World Championship, like below:
