Great approach and after much trial and error now realize this is the best approach for my guidonnet levers. Now I need to work out the missing hood problem.

Not electriciam's tape or twine needed.
Can still be done that way with Mafac half hood levers but one must loosen the lever from the bar.

Way back during the racing era, it was fresh bar tape for every race, (Eddy seemed to have that) So, taping schemes that avoided hardware manipulation was the way to go.

Loose 'em on what, though?

Best idea is to lose or loose the wide and nasty finishing tape. About 9mm of perfection looks right.

The only bike I have with bar end shifters is my Mondia and it went well. I wrap from the top down and finishing with the shifters was no harder than finishing with those cat eye plugs that use the expansion screw. I used cloth tape so it fits fine.
