I'm pretty sure it fell off a semi-complete bike that didn't have the brakes cabled yet. It probably dropped from the bike while being racked to the car's roof. I noticed it a couple weeks ago at the trailing edge of the pass. side front Q-panel when I had the pass. side door open.

A long magnet on a telescoping handle should do the trick. Now if it would just work its way back to the same spot it was at when I could see it :)
