Bottom bracket cable router

I'm going to guess this bike was designed for above the BB routing?

i've never seen anything like that. looks like there are two derailleur cables in the photo. did you or can you rebuild the bb to take a look?

That doesn't look like a spindle to me so maybe that is an insert that goes in before the BB or it is a special cartridge designed to have the cables run over it.

If that's your bike in the pic, then it already has the sleeve for holding the internal cables off the spindle. The power of google:

It is a machined insert that is trapped by the bottom bracket cups, trick units had a groove for O ring seals that kept the bearing grease protected. Dimensions are tight but there is room. I designed one of these decades ago. The cable continued inside the chainstay to exit near the dérailleur. (Fancy new software makes foreign language punctuation easy on this platform)
