Dutch Bike donor
Was in at the bike co-op and asked them when they were going to run one of their wheelbuilding courses. Told him I wanted to build a 700c wheel with a Sturmey Archer 3 speed hub cause I'd like to try building a path racer inspired bike.
He told me he might just have what what I wanted.
Went and looked in the basement at a bike they decided not to fix up.
It's a Dutch bike, New Look, made in Holland. No info on the Internet about this make. 700c stainless wheels with SA 3 speed and drum brakes. I'd like to find a decent old 25" frame and use the wheels and hardware but since I've already got this frame, I figure I'll strip the sheet metal off it and give it a try.
It's got a grip shift type shifter and Tectro brake levers but I was able to get a old style shifter and a set of English brake levers from the bins at the co-op. Going to start tomorrow on it. Will need a bunch of SA clips and such before I'm done.

Very cool bike, not easy to find in N. America. I'd try to fix up what you've got there, including the chaincase (if that's what you mean by "sheet metal").

I'd buy it if you wanted to meet me in Detroit! Or, if you're going to dump the chaincase...

What are the stock wheel sizes?
At least many of the English 3 speeds had 26 inch wheels which are smaller than the 700c wheels.
Anyway, it should be a great project. Lacing a wheel can simply be getting the right spokes, then copying another wheel (and getting the key spokes around the valve right). A little more work for truing.

Looks like this frame is going to go for scrap. The crank bolts are seized and it looks like it has some weird Dutch bike pressed in bottom bracket - and it's rough and needs replaced. A replacement bottom bracket has to come from Europe. Not worth saving. I wanted it for the wheels anyways so I'll strip the useable brackets and such and scrap it.

I think I've seen much worse, but it's your bike and your call as to the disposition. I'd like to have the handlebars, but since you are in Canada, I fear that the cost of moving them across the border would be prohibitive. Best of luck with what you can salvage..

"New Look" is a fashion retailer in the UK. It's possible this was part of some promotion or "store brand" and it's just a rebadged something else, given "all steel bicycles" is a Raleigh tag line.
