For the past year or so, Reynolds has tried to prevent people from selling replica decals even though they are unwilling to sell any except some marked "Repaint" and that's only through "authorized" painters and frame builders. What a pack of tossers!

actually, I read that Reynolds concluded a pact with Nick at Lloyds (one of the old hands at decal sales in the UK) to be the one and only legitimate source for all replacement decals.
So, he has a monopoly and he sets the price and determines quality...a tidy arrangement for Nick.
I think the other well-established suppliers (like Greg Softley and Velocals) are selling off old stock that they made before this deal was done, or there MAY be some eBay bootleggers selling contraband decals...heaven forbid!

I believe it is the "Butted Frame Tubes" decal. This is on my 1983 Trek 620.

depends on the bike, certainly.
a really old, beautifully patina'd bike with a brand new decal might look silly and possibly a bit dubious.
