It depends.

"Hi-Ten" steel frames tend to be low end, although there are some out there that are pretty decent bikes other than being comparatively heavy. (Aluminum) alloy frames can be low quality, really high quality, or anywhere in between.

To give you a meaningful answer, it would help to know what specific bikes you're comparing.
