Rear derailleur foot strike

I just bought my first road bike the other day. Before that I had a hybrid, which worked pretty well when I made some changes. The hybrid had a long chainstay, like 440 mm. Even then I had a problem with pannier heel foot strike, but I'm having a new problem with my road bike. I started performing the recommended adjustments to fit my bike, and found to get my knee over the pedal at 3 and 9 that I had to move the seat back. After doing that and readjusting the seat height I noticed that the back of my foot hit the derailleur cable (the extra portion out of the bolt) and sometimes the derailleur itself (when it was in the smallest cog). Is this normal? I've never heard of anyone else having this problem. I think I have the right size frame (the biggest one available - 64 cm C-T) for me. I'm 6'5" with a size 12 foot. Someone previously recommended true cycling shoes, as they tend to have heals that don't stick out like the trail running shoes I'm using. I don't know if this will be an issue while riding, this was all while stationary on the bike trying to fit everything. Any other recommendations?

Regular cycling shoes might help, or your foot position on the pedals might be a bit toe out?

Try tucking the knees in toward the top tube and trying to bring the toes toward a more forward point (straighten the foot), see if that helps. It did me when I had similar issues on a short chainstay road bike with my size 13 W! I used to walk a bit duckfooted and this has even self corrected since i've been consciously trying to use this technique and it increased my pedaling efficiency as well!
