Good Clyde Rain Jacket?
I'm thinking about this for enduring freezing Minnesota rides:

I use a North Face Extreme ski Jacket with a removable down liner, and an integrated hood. The most amazing jacket I've ever owned, extremely comfortable, soft and super warm. In the '90s they were $250+, kinda like this one on eBay: https://cgi.ebay.com/Vintage-North-Fa...item1e5a4f7378
Note: THis is not my jacket.
If you sweat alot, maybe this approach may be too much for you. But a soft Gortex hood with visor lip is a very big plus in my experience.
