What did you say to the cop? I can't believe he fined you for all that stupid stuff like not having a horn without some provacation on your part.

If I'm wrong, then perhaps Toronto residents should give up their bikes. God what an opressive government.

Word. Now that this thread has been aged like a fine wine, I'm curious as to what eventually happened to darkmother's case on this one.

He probably did a write-up on his results in *TORONTO FIXED*, but I never have the attention span to look through the thousands of pages of that thread to find out. Especially since I likes my coasting...

IANAL, but I think 'unable to keep' is the key to that apparent contradiction. It doesn't say, '...failure to keep...' I would imagine that if you were cycling home from the corner market with a big bag of groceries in one arm, that might qualify as 'unable to keep both hands on handlebars,' as both hands are not free. If you have both hands are free, yet one happens to be serving as a signal semaphore, you are still able to have both hands on the handlebars, yet you have a (valid, safety?) reason not to at that moment.
