Confused with a pannier, am I missing something?
 

I have This pannier with a bike I bought from a guy, and he threw in this used pannier. However it seems that I am missing some straps. I do not know how to strap this into my rack. Yesterday while I was biking I had a call and it even fell. I tried to use the Velcro part but it does not make sense. I am trying to figure out if I should resell it or if it is worth my time if it is an easy fix. The brand is Kangaroo bags. The Same bags sold recently on eBay http://www.ebay.com/itm/KANGAROO-BAG...p2047675.l2557 but they do not appear to have the top rings. I am just puzzled how these can be secured safely to the rack. just in case you are wondering the bottom straps do not reach up to the top rings.

The j hooks are placed onto the top rail of the rack, the s hook or ring on the elastic cord is pulled down and hooked to the rack leg/strut near where the rack mounts to the bike near the dropout.*

You might look into getting a replacement kit from Arkel or Ortlieb as way of upgrading that mounting system.

*I have the same mounting hardware on some old Nashbar Townie baskets- and a hard enough bump or heel strike can cause the bag to bounce off the rack.

The top pic, are you asking about the hook? It just hooks over the bar of your rack. The D-ring (above the hook) is most likely an attachment point for say a shoulder strap. My best guess...

One of the split rings should have a hook in it like this:

You put the hook into the lower part of the rack,then put the top J hooks over the top of the rack,then tighten the lower strap. If you have a bungee net laying around,you could use one of the hooks off that as a replacement.

ok that makes sense! not the most practical bags for short trips in the city. What if I have to run into a store for 5 minutes, I don't want to go through all this hassle everytime. But I really like the design and size of this bag.

It wouldn't be that hard to replace the lower strap with a bungee with a hook. Remove the strap,cut the buckle hooks short,sew them over D rings or split rings,then run a bungee with a hook between them. Then instead of tightening/loosening the lower strap,you'd just stretch the bungee.
