i didn't have fenders for a long time, while i was a fair weather cyclist.
that changed and i now cycle all-year, so i got fenders b/c riding was getting super uncomfortable.
glad to have gotten fenders and i wouldn't go back.

Fenders on my winter bike and my "currently raining/rain in the forecast" bike. No fenders on my others.
I tend to error on the conservative side with the forecast and ride the appropriate bike. Occasionally I'll get surprised and ride a fenderless bike to work on a clear day, then have to ride home in an unexpected rain. That's not fun, but I survive and the bike cleans up. Thankfully it only happens once or twice a year.

I have two bikes, a comfort bike and a touring bike. Both have fenders. And both have rear racks with dual Wald folding baskets hanging off them, so neither is particularly light. Perhaps folks who ride featherweight cycles are more worried about fenders than those of us who ride the cycling equivalent of pickup trucks.

As a newbie I bought some clip-ons. When I needed them they were always home in the garage staying nice and dry.
Two comic experiences: On Mackinaw Island, no cars or trucks allowed but lots of horses. A popup shower hits just before we have to catch the ferry. Found out why all island bikes have fenders. Abandoned my stinky jacket wharfside but was stuck (literally) with the shorts.
Another surprise shower on a gravel trail during an overnight tour. This time I had fenders. Those without were picking grit out of every nook and cranny of their gear and themselves.
Sold me.

I'm a year round no matter what commuter. I need fenders on all bikes used for commuting.

my Long haul trucker and the old huffy 3 speed have fenders. My steamroller and mountain bike don't . I haven't decided on weather I will put them on my Electra loft yet

I just had mine installed. I ride to work rain or shine, so I need them. I also happen to like the way they look!

I have full fenders with deep front flaps for all my bikes. Three have fenders on year round. On the other two, it take minutes to put them on or take them off.
If roads are wet at all, fenders keep the bike far cleaner. Another observation I make every summer when they come off my two most used bikes is that my cycling clothes get far dirtier when I do not use fenders, even on completely dry roads. (Do a hand wash after a century sometime and look at the road grim blackening your wash water. Put fenders on and those same clothes will be far cleaner. Little more than your sweat.)

My current bike has polycarbonate fenders, which do the job for the most part, but the front one is easy to knock out of alignment.
