It looks a little like the aftermath of an accident, with the bumper shell lying on the street. But, I don't see any signs of there actually being a collision so it may all be staged.
I find it hard to walk with, but I can easily get the rear-end of my Fiat 500 in the air (if the bumper will hold), and scoot it around.

I saw that on another site earlier. I would not want to mess with that guy!
Once I was tooling around on our local MUP and came across a police car parked squarely on a narrow section between a concrete barricade and about a 12" curb that dropped off to a narrow street. I had to walk my bike around scrambling between traffic as the next stoplight let traffic by. They were sitting there AC running eating donuts! They evidently were hired by a church the MUP borders to direct traffic when church let out. Pretty inconvenient when you want to get around. A note to the city parks department went unanswered too.

I need this guy to do that to several cars before 145th and St Nicholas in Manhattan. Harlem School of Arts is there so I guess its a lot of students doing the double parking thing. Ran into an older guy complaining about it and just laughed. I replied "when are there not cars in the bike lane here!"
