Recommendation for a convertible shell

I'm looking for a recommendation for a convertible wind + rain shell. I have an old Pearl Izumi Select that has worn out. I'm inclined to replace it with a new one, but the only place that I can find it locally doesn't have it available in stores yet - only for pre-order. I am looking for a wind and preferably water-resistant/proof jacket with removable sleeves. Does anyone have any suggestions?
