Depends on what your goal is. If safety and reducing crashes then speed itself is almost a non-issue. Passing on the right, weaving in and out of traffic, and major speed differences within a lane are the major issues. This is why lane discipline is a much higher priority in Europe than speed and a key reason why their motorways are 3 to 5 times safer than ours.

Considering it is property taxes that pay for roads not car tax, and the main highways is something you aren't allowed on (those are funded by province/state). I have seen idiots like this often I just decided not worth confronting them. If a driver shouts at a cyclist while passing or driving erratically then it is called stunt driving and is highly illegal in my area.
