Choosing a bike


I currently own a mountain bike, but want to buy road bike or fixie/single speed bike. My problem is, that I want to be under 500. So I have to choose between cheap road bike with fair components or fixie/single speed bike with good components. Right now I use my mountain bike for commuting, but also small distance relaxing rides (~20km, which takes ~1 hour). Also, I live in Estonia, which is quite flat, and you can get almost everywhere in 5 km radius (worst case scenario 10 km) from town center.
Here's what i'm looking at:

My wife has a bike with Claris 8sp components. Shifts fine, bought it new for ~$900CAD. (Raleigh Merit) .
I ride an '88 Bianchi Strada with 105 8sp downtube shifting. Paid $40 for the bike 13 years ago.
I had a 'critical cycles' fixed a while ago. I liked it.

you have a lot of good options, including a used bike if you can find one.
