We made the headlines of the local paper. The city council is taking the right steps, all we need now is a louder voice.

Sounds like you know what you have to do!
I recently started a Meetup.com group dedicated to bike commuting in my area. It was slow starting, and I definitely had to do some in-person networking to get it off the ground, but I think it's starting to. Maybe you could do something similar. Find out what advocacy groups might already exist in your area or state, and join them. It's good that it sounds like the local officials are ready to do whatever cyclists ask them to, if only they can find any!
