What panniers can I use with Topeak Explorer rack?

What panniers can I use with Topeak Explorer rack?
I use the topeak Explorer rack with an MTX trunk bag for almost everything, but today I wanted to use one of my old panniers on the rack. The tubes were too fat to allow the pannier clips to sit flush, and thus the rack bag couldn't slide in. Is this going to be the case with all panniers?

It depends. If the clips are metal, can you not just ease them open a little with a pair of pliers? I have panniers made for an Australian company in Asia (so I can't call them Australian-made), but they both fit. One has metal clips, the other locking plastic clips. I think the better quality panniers have clips with little inserts that enable you to tailor them to various diameters of bar or tubing used for the rack.
At least, if you are armed with the information, you can ensure whatever panniers you acquire have the right-sized clips on them.
