Name that product: rear rack accessory

I was in a LBS some time ago this and saw a device that hangs off the side of a rear rack. There was a photo on the packaging that showed a briefcase being carried on this rack accessory, which seemed to be made of heavy gauge wire. Last time I was in the shop I did not see any available for sale.

Anyone else seen this thing or maybe even know what it's called, who makes it and where it could be purchased?

Any advice would be appreciated.

Nope. I'm familiar with these products. The thing I saw attached to the top of the rack, with two "arms" protruding down parallel to the wheel, then over a few inches and then back up so that they'd cradle a briefcase like object.
