What stem and handlebars should I get?

I have an old Schwinn Super Le Tour that I was told was an 83', but I really thought that my dad had it when I was a little kid in the late 70's. It says Chicago on the head badge and there is also a sticker that says Quality Schwinn Chicago on the seat tube. There is also a sticker that says 4130 on there as well.

I have it set up right now as a single speed but I would like to have a wheel built up for it set up with either a 3 speed or 8 speed internally geared hub. I think the size of the bike might be a tad small for me, but my inseam fits the stand over height perfectly. The only problem is my lower back hurts when riding my home made bullhorns. I think that if I raised the stem and got myself some riser bars that this bike would be a much more comfortable ride for me.

I can't figure out if I should get some wide noodle or dream bars with a longer stem, or if I should go with riser bars. If I go with riser bars I wouldn't really know what would fit/feel best with this bike. Mountain style risers? North Road bars? Flipped moustache bars?

I do like the variety of hand positions that drop bars can provide, but I don't know if these type of bars will be good for a more raised position or not. I do not know if it will help my riding position and lower back pain as nicely as a good set of risers might. I also do not know if having the shifter on the end of the drop bars would be a good thing or not.

Any help or advise in pointing me in some good directions on what to do with my bike would be very much appreciated. If any one can help me determine the year of the Super Le Tour, I would be very happy. Here is the S#- PEL 9050 and then vertically below that are the numbers 846. Here is a quick snapshot of the bike...
