I need new bars.
 
Ive got a fairly short commute (10mi round trip) mostly flat except for one large climb on the way to work. Ive got some salsa drop bars on the bike at the moment (Nishiki International Touring bike). They just arent working for me. I time myself everyday and I like to make my commute as fast as possible. Im really not sure what I need to do. Flat bars? Crusier bars? same bars I have w/ a different stem?
I really feel too stretched out.

if you feel too streched out, maybe get a shorter stem.

You might also want to add some height to that shorter stem.

And if you're still not happy, try a pair of bull horns. You can really pull on them as you climb.

I assume you ride on the brake lever hoods, right? Try rotating the handlebars back a bit. If that makes the drops uncomfortable, then move the brake levers a little higher. Either of these will have the effect of shortening your overall reach. The latter will not adversely affect your comfort when you use the drops.

Flat bars are not as comfortable as drop bars that are set up properly.

Shortening the stem will also work, either with or without the modifications I've suggested.
