Can someone help me decide between a Chrome Ranchero & Ortlieb Velocity?

I can't decide between these two packs, does anyone have a recommendation?

I've never used nor seen either in person, but I have researched them both. One of the big differences that I see is that the outer shell of the Ortlieb is waterproof while the Chrome uses a waterproof inner liner. Which is the better design - I don't know. A little concern I have though is that the Chrome fabric could "wet out" and get heavier in significant rain. The Ranchero does have a little more volume capacity than the Velocity. I like backpacks better than messenger bags due to the stability and comfort of carrying them, but I like pannier(s) best of all.
