I tried tighty whiteys under the chamois for a while.
Two words:
OUCH! OUCH!
Just throw them on and be comfy. Wearing a warmer layer OVER them is an option, but the seamless pad and panel construction is meant specifically to be worn against the skin.

Nothing works well but for those of you who find that nothing causes problems or discomfort (mental or physical), you can purchase cycling briefs with or without pads.
During the summer months, I find that I either need to stock my office with clean bike shorts for the ride home or use cycling briefs to avoid heat rash. I prefer these when I can find them.

Weird. Why anyone would want to put more clothes on than what is required is beyond me. However, I must be the reason these laws are still around. Without them I would be wandering around in my birthday suit.
