recommend a saddlebag
I'm interested in a saddlebag that can carry a fair amount of stuff (i.e. lunch, a few tools, sunglasses, mini u-lock) but not so much that I would need to carry my backpack with me everywhere. I have a brooks b.17 so it must be compatible.
I would like to be able to take off the bag and carry it comfortably (brief-case style, I suppose) because it would be quickly stolen in my city.

Carradice bags strike me as being the most complimentary to a Brooks saddle--and there is a fair range of sizes. There are also quick release support racks for them (though you might want to take note of Peter White's comments on them). Some places to look:
