I rode Tektros on a test ride not long ago in drizzly weather and for those 10 minutes anyway they seemed an improvement.
Those are trash, IMHO. You can try different pads and no doubt it will really help, but they're very flexy cantis.

Try some V-brakes, you can get 'em cheap on CL or even new. Get some Kool Stops for sure. Easy to setup, easy to maintain, and killer strong.

Put your Avids closer to the rim. Second, swap out the stock pads for some Salmon brake pads. Mo' betta".
