Locking seat bag

You know those under the seat little bags where you can store a spare tube, levers and things. Does anyone know of one that:

a) mount permanently to the bike (with bolts)
b) can lock somehow to keep the contents safe

The idea is to have it on my bike all the time so I don't have to worry about it everytime I stop into a store or something.

I haven't seen any that lock, but if you find some please share as I would like that as well.

I've seen some that click into a mount on your saddle or seatpost. Fizik makes saddles and seat wedges that click into them for quick removal. The obvious disadvantage is you have to have one of their saddles. I know that's not what you're looking for, but might be an acceptable alternative. If your only worried about "honest" people being "curious" or kids, you could zip tie the bag to you seat and zip tie the bags zipper shut. You just have to break the tie when you need your tools.
If you are worried about more sinister people, take the bag with you.
Fabric, most likely could easily be sliced open with a razor blade.

I wonder if anyone makes a hard plastic or aluminum version. It sounds like a good idea.

Arkel makes a small under the seat bag that might be similar to what your looking for.
You can't lock the bag to the bicycle but you can take the inner bag with you.All it takes is undoing one quick release strap and you have the inner bag in your hand.You do leave a thin outer bag on the bike though.

You could also try a hardcase rack trunk.

could always use some kind of mini pad lock or a luggage lock on the zipper I guess

I second a seat bag with a quick release. Here's an ebay store which has some bags that are mostly sold in Europe. I have one and like it.

In my low crime parking area, my pump, seat wedge bag with multi-tool, patch kit and spare tube stay on the bike. I have perhaps $60 invested in the stuff, and it has never been touched in two years. For me, I have come out ahead..... I risked sixty bucks and saved a ton of aggravation over two years. I put my cable lock in the bag too, so that I know the stuff is still inside each time I ride off. It's nice to live and ride in a low crime area where a cable lock is all you need, and your accessories are un-molested.

If I know I'm gonna stop at a store ahead of time, then I'll leave the seat bag at home and carry the tools (and tube) in my pocket.
