I'm a HUGE fan of Deore LX. Jenson currently has the LX RD for $32 which is a fantastic deal. LINK.

For $19 there's the Deore RD which Jenson is also closing out. LINK
It's probably as good as the LX for all practical purposes.

I don't know that it actually matters that they say they are set up for a 9 speed drivetrain. Someone with more wrench/tech experience than I should be along shortly to address that issue.

But assuming it will work, either of those RD's is going to do a great job.

You left out most of the important details like-
How many chain rings and the difference in size between the largest & smallest rings.
Size of the smallest & largest cogs on your Freewheel.
Indexed shifting? Y/N
What's your current RDER?
Deore, as mentioned will probably work just fine though.

Deore is what I recommend to all commuters if they're using Shimano.

If they're building a new commuter, I suggest SRAM Rival with flat-bar Double-Tap 10 speed shifters. (Gawd those things rock!)

I really like XT. I find it responds better than LX, and is worth the $10 difference over its lifespan, but I am also spoiled by my campy record 10 spd on my road bike. Without that frame of reference, I probably wouldn't care or notice the difference.

For $10 I would go with XT as well.
