Yeah, that rack will work. You will be able to shift panniers aft, and the shape of it will keep the panniers from wagging into the rear wheel.
As for going into town and doing some shopping, any sturdy rack will do. Check out the basket / bag panniers, they are great for loading stuff up. Those Topeaks are great for commuters who use a trunk bag, and who need to bring the trunk bag into work - it just slides on and off. Naturally, easy on / easy off is also a benefit if you pop into the stores / malls and don't want to leave your bag outside, but trunk bags usually won't hold as much as a side basket.
And BTW- I am enjoying all the pics, even though I don't have any of my own to offer.
edit: anyone else pick up on the prevalence of topeak road morph pumps in the pics?

Not a rack, per se, but it works well - dress shoes in one side, clothes in the other (in a small messenger bag), and the book bag on top.

I am a bit surprised that nobody has shown the rack that I have installed.
This is the Bontrager Back Rack II, and it uses the Interchange System, allowing quick change of components. I only have a basket right now, but am looking to get panniers and possibly a city bag.
