I sold an '87 white Peugeot this weekend for $270. Now, it was in very nice condition with new brake pads, cables, bearings, bar tape, etc. , but not a particularly rare bike. Some people just really like white Peugeots and the fact that it was all shined up and I took some good pictures made all the difference. I could have probably gotten more. I thought I might have priced it a little high but I ended up getting a ton of responses.
Anyway, I have no idea what the bike market is like there but I got a much newer (2005) Specialized Allez for $350 by being patient and buying in the fall. On the other hand, that Cannondale is probably a better bike than the Peugeot I just sold unless you have a strong preference for steel or the Cannondale has some issues. FWIW, early Cannondales didn't offer the smoothest of rides.
So I'd say it's worth $200 for sure as long as there a no problems with it. The white bar tape and white seat make for a unique look that some people might be willing to pay extra for (though the seat is ripped).
From a strictly functional standpoint, you could find a better bike for less, but it wouldn't surprise me if the seller finds someone willing to part with $300 for that.
