What you refer to as a "Hard Lock" is commonly referred to as a ring lock in most English speaking countries. Common in Europe, Japan, China and India I believe but relatively scarce in the U.S. Velo Orange currently lists one as does Clever Cycles in Portland.
I have not seen the steering locks on bicycles before but they are common on motorcycles or were when I was riding them.

I have one of those ring/hard locks, but I can't get it to fit between the seat stays in my MTB frame.

The locks found in Japanese bicycles are mostly "ring locks". The Hard Lock I refer are those alloy types with solid "stainless" locking shafts. These locks have stickers "HARD LOCK" and the highend bicycle models such as Miyata uses them with their own labelling. Other ring locks uses steel tubes as locking shafts and can be cut easily.
