Just look like turned around levers like you'd see on a tri-bike.

What you refer to as a "Hard Lock" is commonly referred to as a ring lock in most English speaking countries. Common in Europe, Japan, China and India I believe but relatively scarce in the U.S. Velo Orange currently lists one as does Clever Cycles in Portland.

I have not seen the steering locks on bicycles before but they are common on motorcycles or were when I was riding them.

I have one of those ring/hard locks, but I can't get it to fit between the seat stays in my MTB frame.

I had the same problem with fitting the Axa Defender ring lock to my Swobo Dixon. I just finished making an aluminum horseshoe plate that mounts to the frame that the lock bolts to. For bikes with cantilever or V brakes Axa makes a adapter plate for mounting their lock. Clever Cycles in Portland imports both the Axa lock and the adapter but a recent check of their web site did not list the adapter plate so they are presumably currently out of it. You might check with them as to when they expect more in.

They call me here as "Mang Boy". So far, here in Bike Forum it seems I'm the only one active in posting the bicycles roaming here in our city. Most of my postings are my collection, and to view more search "sancycles" & "jitenshamalabon" at "flicker.com"

Locks
The locks found in Japanese bicycles are mostly "ring locks". The Hard Lock I refer are those alloy types with solid "stainless" locking shafts. These locks have stickers "HARD LOCK" and the highend bicycle models such as Miyata uses them with their own labelling. Other ring locks uses steel tubes as locking shafts and can be cut easily.
