their rear trunk bags are great too. I use a DXP with the fold-out panniers.

Keep the weight low to the tire and don't let it bobble around. Don't use a true "handlebar" bag; get a small platform rack and a frontbag.
Like a Nitto M12 rack or Velo-Orange Randonneur rack and an Ostrich, Acorn, Velo-Orange or Berthoud frontbag.

I use a Carradice Junior. Works admirably as a handlebar bag- fits my tools, my rain jacket, and other small items. Plus, it's waterproof and idiotproof.

Depends on the bike, depends on the bar bag, depends on what you put in it. I break all of CliftonGK1's rules, since I use a Topeak bike basket with the stock QR mount :). But my bike is meant for front load, and as long as I keep the load around 10lbs, it's fine. A rack/decaleur system would let me go well over that and keep nice handling. For me, not really worth it... the bike can already haul more weight than I can practicably handle.
