When I plug in the charger, I'm getting a green light. When I connect the light, with an obviously dead battery, I'm also getting a green light and the battery is not charging. does this indicate a problem with the charger?

I would contact geoman gear directly. I've been impressed, astounded really, with the service from them. (I had the battery seem not to charge, they sent me a new battery, then that battery always showed a charge when plugged into the charger but it went dead, so they sent a new charger. All has been fine since. But, yes this seems to be the charger.
