Because wearing one less layer is easier, and combining extra visibility with whatever you're wearing is a good idea.

Really? Did you read to the end of it? Seems like they agree that it might be better to wear high viz all the time, don't you think?

I ask myself, "If I were driving, would I have my headlights on?". If the answer is yes, then I wear my hi-vis/reflective vest. For daytime riding, that includes times of fog, rain, snow, etc... I don't bother with the vest when it's sunny.
