A friend of mine puts a rubber snake on his bike. It keeps the birds off.

Report it to your local police department. Also put up wanted posters and contact the local media so they can put it on crime stoppers. Hopefully someone will come forward with information on the identity .

Wait, that suspect does look awfully familiar. I think I noticed the suspect pecking around my neck of the woods .

I think that's one of those snow birds who fly south for the winter, probably doesn't even have a permanent address to issue a restraining order against the offender.

A rubber snake on the bike won't work, some falcon or owl will snatch it.

You got lucky. I went into the Walmart to pick up a bike lock and headlight, and came back out (Empty handed) to some stupid lady letting her 4 obnoxious children climb on my bike.
