Where I live, scooters get stolen all the time if they're not locked up. I would've locked it up too if it were mine. If you didn't install the rack yourself, who are you to say you can and can't park there?

Just add some information here. Our campus is closed to motor vehicle traffic. (other than police and uni. service vehicles) They can't legally ride these things into campus to park them on the bike racks. Not to mention the safety hazard they create.

I think that there is some limit on displacement and or top speed under which these things are not considered motor vehicles.

In the 50 states of the United States plus at the federal level, there are 51 different mixtures of laws/ordinances/rules concerning bicycles/electric bicycles/motorized bicycles/mopeds/motorscooters/motorbikes. Of course, if one is on private property (many parking lots) not many of those laws actually apply.

An old two-stroke might make more air pollution than 100 Hummers - but a few of the modern ones with liquid cooling, multi-valve heads, fuel injection, oxygen sensors and three way catalytic exhausts could qualify as LEVs, plus they have very low CO2 (greenhouse gas) emissions.

Saw these just after lunch, busted out a camera and forwarded pictures over to campus police and parking enforcement. (there are special motorcycle tags required to park on campus) It's especially dumb if you consider that the official motorcycle (and moped) parking is on-street next to the building these are parked by.

If the top speed is below 20MPH and it has pedals the Feds (Federal Highway Transportation Administration Administration) consider it a bicycle. Can't tell by the pics but if they are gas powered then you are correct, they are not because they will exceed 20MPH and do not have pedals.

Yeah, I can see how this can be annoying. These drivers need to reserve "bicycle" racks for "bicycles". Find another method of parking it.

I stayed with family in Holland for a month and everywhere you go there are people doing that to you. I rode my bike everywhere and no matter where I went people were constantly doing that. It was a little startling at first because they get so close to you they almost hit you but then you get used to it and it began to not even phase me anymore. Even so, a lot of people are not used to people riding bikes or those vehicle so they need to be more polite.
