Seat post mounted fenders
 
Seat most mounted rear fenders, for example SKS xtra dry or Topeak defender M2, can they fit under rear racks that have been installed?

Depends on the combo of the bike, the rack, and the fenders.

I'd get "real" fenders. They're harder to install, but are actually designed to fit under racks and provide vastly better protection in the rain. Yes, you'll have to take your rack off to put the fenders on, but, like anything else, a little preparation at the front end is more than worth it in the long run.
