Recommend me a commuting road bike

Looking for a new commuting road bike (Single/Fix or multi-gear). I'm around 5`3 in height. My route to work from my house is around 4miles. Mostly hot and dry pave road and a little sidewalk. Will be using the bike for riding around town also. Prefer drop down bar.

Budget is around $450ish shipped. My LBS have some but I can't fit any of them properly. So looking for a bike around 47cm +/- still keeping the 700c tires. Would love it if its possible to customize the bike also (In cause a part breaks, I can buy a better one)

how long of a commute are you doing, and across what kind of terrain?

Around 4-5 miles to work and home. The route I usually take is dry pavement roads and a side walk every now and then, there's also some hills, not too much tho.

At 5'2" you are really too short for 700c wheels, you should be riding on 26" or 650 wheels.
