Such a thing does exist but you'd be hard pushed to get everything the OP described into one. Unless you're about the size of Action Man, in which case you'd have trouble riding the bike in the first place.

I'd suggest front lowrider panniers or a frame bag. These don't affect handling the way a rear load only will, ime.

well i was assuming you would use a frame bag for half of the items such as the clothes then get a large saddle bag or handlebar bag for the tools
