Solid Mount for Handlebar Cage? (without drilling)

In need of a solid mount for a handlebar bottle cage.
Hello. I am a bicycle-commuter without equipment to drill holes into my frame (apartment renter, no garage, no men friends/family with tools to help. My bike is my car and I ride it to and from work five miles each way. I need a handlebar mount cage that will not move. I ride bumpy roads and when I have a bottle full of water in my cage, it frequently tilts forward and I have to immediately tilt it back or the bottle will fall out. Considering I often ride in and around traffic on bumpy roads, monitoring and tilting back my bottle cage as soon as it tilts forward is a fairly stressful thing to always have on my mind, especially when my ride becomes tricky, cars are acting weird, etc. I use a handlebar mount because I ride fairly upright and am not so dexterous that I can easily reach down and around my frame to grab a bottle and open it and put it back without considerable effort. I am a little insecure that I will do it incorrectly, but I can try to measure my handlebar circumference. As you can see, it is a clamp style mount and uses a piece of dense foam to grab the bar. Over time I have repeatedly tightened the clamp with a screwdriver to try to firm the grasp, which usually works for a little while and then I believe the foam collapses more. http://bikeforums.net/attachment.php...hmentid=336506http://bikeforums.net/attachment.php...hmentid=336507 Are there clamps with teeth that kind of dig into the bar? I am fine with maiming the bar if I can find a way to get a good grip. I'm willing to buy things at a hardware store that are not to expensive, I don't have an electric drill to drill holes in the frame or want to buy one just now I realize the bottle pictured doesn't look so lightweight, but it does have a rubber sleeve that keeps the bottle from clanking around noisily. I would love to find a bottle that fits better and will not clank around at all, but I'm not sure how to find one the exact dimensions -- I tend to do almost all of my shopping online. You might consider augmenting/replacing the 'foam' with a couple of pieces of electrical tape a length of old inner tube. Piece of tape joining the bar and tube, wrap tube to desired thickness (pull tight as you go), then use the other piece of tape to keep your wrap job from coming undone.
