Is it broken or is there a big flaw in the design?

Design flaw with the modification. There's supposed to be a lock in the center of the handle, but they put a hasp over it so you can use your own padlock. We had something like this at my one workplace, only they used two loops and you put a U lock through them. A wide U lock worked fine, but a narrower one would let you pop open the door like in that video.
