Yeah but if enough people end up riding bikes they may end up with bicycle registration, I know Idaho has tried to do this.

The idea is to record how much you drive in order to determine how much to tax you for road maintenance costs. The principle of user pay makes a lot of sense, but the personal tracking information they would be able to collect is unacceptible.
A much simpler way to do it is just tax carbon. That way, people would pay the cost of their own environmental footprint, whether it is their own driving, the energy that goes into production or manufacturing and transportation of the food and goods they buy, or how cool they set their air-conditioning. No need for regulations, no snooping, no "forcing people to give up their cars" or whatever conspiracy they imagine. Just make them pay full price for the energy they use, and they will choose the wise path - drive less, buy smaller cars, move into town, or whatever - and everybody will be healthier and happier and pay lower overall taxes.

gas taxes do this really well, including penalizing bad gas mileage. Why they think we would prefer a black box in our car to just an increase in the gas tax, I have no idea
