Waterproof, shoulder-strap bag for rear-rack?

Hello

As an alternative to a messenger bag, I'm looking for a bag to clip and hang on a rear-rack:
  • 15-20 liters
  • Waterproof
  • Shoulder strap
  • Pockets in bag to organize stuff
  • Clips to hang on to rear-rack
  • Flat back so clips don't rub against back when walking

Each Ortlieb rear bag is 20L, why are you prevented from carrying the bag with the hooks away from your body? aesthetics?

Note the QL3 system has Buttons on your Rack so the bag's mounts are almost flush , they receive the Buttons

Timbuk2 used to have a messenger bag that could attach to a rack. I think they gave up on the idea though. Lots of panniers have a shoulder strap like Ortlieb.

Or you could use these things to convert any bag...

I'm not entirely clear on how you can clip a clip-less bag to your rear rack -- meaning how can the back be flat and still clip to the rear rack?

I guess you could rig something together using a smallish knapsack, some webbing or bungie, and some carabiners, but that never seems to work out too well, or be that convenient.

How about some rear Wald-type baskets, or a front "pizza boy" style rack?

My wife has a Timbuk2 that is a messenger back and fairly waterproof. It has inner pockets, velcro, clips and it has a velcro to secure the hooks when walking so they do not catch.

But it does not seem to exist anymore as mentioned above.

That's what I do. I can't see the bag as it's behind me, so I don't care how it looks. The hook side tends to be dirtier anyway, even with my big fenders.

The Timbuk2 Tandem Pannier Bag seems to meet your needs: Tandem Pannier Bag | Bike Pannier Bag | Shoulder Bag

I've used one for almost 3 years now in a broad assortment of weather, and never had a moisture issue inside. It's 2 panniers, and lays across the rear rack, using velcro straps to hold it down to the rack, plus some hooks on elastic to keep it tight against the sides of the rack. I replaced the hooks with small s-biners (a very easy, tool-free maneuver), which work much better. When you remove it, the clips for the shoulder strap and a set of magnets keep it together.

I have the Ortlieb Office Bag, available in hook-less or hooked back (QL3 and QL2 systems respectively) as noted by fietsbob above where on the QL3 version, part of the pannier/rack interfacing actually stays mounted on the rack. This design leaves a nearly perfectly flat back side on the pannier when removed from the rack. I had the Ortlieb Vario Backpack/Pannier in the past which was also equipped with the QL3 system. I really liked the way the QL3 system worked but ultimately, as I began using my bike for more than just going to school, having the extra rack parts semi-permanently (not very quick to remove/install) mounted on my rear rack limited my usage of other pannier sets that did not use the QL3 system. The bracket that stays on the rack prohibits other panniers from being mounted on that side of your rack. I sold the QL3 equipped backpack and got the QL2 Office Bag instead. As others have noted, you can simply wear the bag with the hook-side facing away from you. I am more satisfied with the retained versatility of my rear rack with the QL2 system compared to the QL3.

I was looking for a briefcase-style bag with pannier attachments. Found the Racktime Workit Classic. Bag is not waterproof but it has an integrated rain fly. Uses Ortleib QL2 mounts that have panels that zip over them when you're carrying it off the bike.
