"allows access to jersey pockets"
 
Does this description refer to the "pockets of an inside jersey", or do jackets have pockets termed "jersey pockets"?

May sound like an obvious answer, but I want to be sure as I do not want a jacket without pockets. Thanks in advance.

Cycling jerseys have pockets in the back, just above the bottom hem. I would assume that this jacket has a slot in the side/back to allow access to those pockets.

Ad copy can be inaccurate and misleading, so there's really no way any of us can tell you for sure--especially with an ambiguous description like that one. It would really be best to ask the manufacturer or vendor.

It seems it might indeed be a "hole" by which you can reach through to get stuff from the inner jersey layer (not jacket).

Yes, it sounds like the jacket has a flap or hole in the back to allow access to jersey pockets. Not a bad idea, actually. I would rather have that than a tiny pocket in the back of the jacket.

You will see this often with rain jackets and vests. Garments that are too light to merit their own pockets and are often worn over a dedicated jersey. Should just be a zippered (Or often non-zippered) access to the pockets.

But to address your concern, it does not sound like this jacket has pockets.

Jackets that have two way front zippers allow access (edit: to jersey pockets) quite nicely. That feature is my #1 criteria for them. All jackets that do not have those zippers don't get a second look from me.
