Tire possibilities for the Raleigh Willard 2

I'm considering purchasing a Raleigh Willard 2 for N+1 purposes. I can get a smoking hot deal on it and like the fit but was wondering about the tires/rims. It comes with Weinmann Kmax Pro Double Wall 32h rims, and Clement X'PLOR MSO, 700x40c, 120TPI tires. Most of my riding will be on pavement, so the tires seem crazy wide. I was thinking of 28's or 30's to keep a pretty plush ride while increasing performance. Finally, the question! How narrow of tire can I SAFELY run on this rim?

I bought a gravel bike with 700x40 knobbies and WTB i23 rims which are 23mm wide internally. I'm currently running 700x28 tires with no problems but I probably wouldn't want to run any narrower. The wide rims make the tires look more like 700x32.

I have the same rims/tires that came on my Raleigh Tamland and I have run Vittoria Hyper Randonneurs in 32mm and they work well.

I was trying to find the actual diameter for these rims, but I am not finding much info on them. I wasn't sure how narrow I could go without putting out the cash for new rims. I probably would in the future, but don't want to spend now.

I've run 28c Vittoria Randos on 26.6mm internal width Velocity Blunts for years on my utility bike, and the feel athletic and great around town. Look sweet, too, just all rim!

I thought you were supposed to stay above 1.45 x rim width and 2.0 x rim width?

Maybe a 700x32 Panaracer Pasela would be a good option for you?

If you intend to stick strictly to pavement, Schwalbe Kojak slicks 700 X 35 are good.

For all around riding, a threaded tire like a Schwalbe Marathon Mondial will work. I've its predecessor, the Schwalbe Marathon Dureme 700 X 40 on my bike and I love 'em.

Grippy enough for hardpack and gravel and smooth enough to roll fast over pavement.
