Are they expecting traffic to increase significantly? The actual road surface matters less to me. Gravel is mostly about getting away from the majority of cars and being more in nature. Sometimes that's on gravel and sometimes that's on rural roads at least here in the PNW

I've read that some rural areas are going in the opposite direction and turning paved roads back into gravel. We have no gravel roads in this area. They're either paved or dirt. Always wondered if that was a function of there simply being less gravel available in the area. Probably a lot more expensive to use gravel if it has to come from a greater distance.

Could be part of the urban plan, to expand that area out. Given the cost per km/mi of paving roads...it is no joke or flippant thing to go to the expense.

An awesome gravel road that leads from development to hundreds of miles of gravel is currently being worked on near me. $300-600k houses are being build on it and there is 0 chance it stays gravel once the housong development is built up
